Balkan Plan (1947) was the brainchild of Governor-General Lord Mountbatten. This plan envisaged the transfer of power to separate Provinces, with Punjab and Bengal giving the option to vote for the partition of their Provinces. The partitioned units thus formed will have the choice to join India or Pakistan or remain independent.
